Minutes of the Executive Meeting

21 November 2005

Ray Friel Centre

Those Present:

Robert Paiement (Riverwalk Community Association)

• Robert presented a background on his community north-east of Tenth Line and Hwy 174.  There are 225 townhomes on 3 streets.  It is about 10 years old.
• Ashcroft wants to rezone a large parcel of land south of Riverwalk for high density residential, with a 6 storey apartment and a 6 storey retirement home
• Brigil wants to rezone a parcel to the east for an apartment up to 15 storeys.
• Both pieces of land are currently zoned for economic development, e.g. low density commercial/industrial
• The city is considering rezoning land at Innes and Mer Bleu to residential
• Eric said that Orleans has 2 large industrial parks that are largely idle.  He pointed out that the river view makes for prime residential land.  Big box commercial developments seem to be going onto Innes
• David recalled the discussion about the lands south of the North Service Road at the former Cumberland Township council meetings.  The original plan was to have the entire area zoned for employment, and the residential portion was only added later.  The land lies along the Queensway, along the Transitway, with Park-and-Rides nearby.  It is ideal for high employment, such as a hospital, DND, etc.
• Motion by David, seconded by George: Zybina will write a letter of support for the Riverwalk C.A. position: "We object to the gradual erosion of land that is currently zoned for economic development.  We object to the rezoning request for the lands adjoining Riverwalk.  We recommend that the city take the long term view that was envisioned by the former City of Cumberland, and hold these lands for the longer term for future employment centers."

Minutes from October 2005 Meeting

• Sonia said that the point about Marc Godbout should read "third townhall meeting", not "three townhall meetings".
• Moved (Don) and seconded (George) to accept the minutes.

Treasurer's Report (Don Pottier)

• Presented his treasurers report for year to date.
• He pointed out that there is a deficit so far, but we should not be concerned about it.
• Don moved to accept financial statement, seconded byMarc, passed.

Marc Godbout's Office (Sonia Brereton)

• Marc's office will participate in the Santa Claus parade
• Team Ottawa Orleans has a new chair - Doug Feltmate
• Brunch at 10 am on December 4, Beatrice Des Loges school

Rob Jellett's Office (Louise Lapensée)

• Budget open house 29 November 7 pm at Cumberland Town Hall
• Innes Road construction supposed to be finished by December 2005
• Site plan application for small grocery store at south-west corner of Innes and Trim
• Trim Road realignment scheduled for 2007-08
• Traffic signal for Trim and Portobello scheduled for December 2005
• Traffic signal for Trim and Valin scheduled for spring 2006

All Candidate Meeting

• Sheryl MacDonald strongly supported the idea of an all-candidates meeting for the Orleans ward by-election
• By-election will be Monday 9 January 2006
• The date of Thursday 5 January 2006 seemed the best for the all-candidates meeting.  We will co-host with QHCA.
• Zybina will determine time and place

20th Anniversary Newsletter

• Don said that he and George on working on a large (16 page) newsletter for the 20th anniversary of Fallingbrook
• He hopes they can put it together for December.  He will send out preview copies.
• Royal Galipeau remembers Fallingbrook as a farm, can provide some trivia questions

Parade of Lights

• M L Bradley will provide 18 foot trailer and truck
• 10 bales of hay will be delivered to Bradleys
• 8 Scouts will be on float, or to hand out candy
• Meet at Georges on Friday to decorate, projection screen on rear

Community Signs (David Villeneuve)

• David showed photos of the Fallingbrook sign that used to be at the bottom of Tenth Line hill, near the waterfall. The sign has disappeared, but the spot for it is still free.
• He got an estimate from Ben Wintle of Sure Print Graphics on St Joseph for $12,000 for an engraved steel sign, $6,000 for one with a vinyl sign.  Everyone thought this was too much.
• Louise says her husband does mobile welding, will be willing to weld on site for free.
• David will look into a new sign at the bottom of Tenth Line hill for the spring

Christmas Party

• George Blake offered to host the FCA Christmas party at his house, 8 pm 10 December at 1661 Canemore
• Over 60 people will come, including most former FCA executive

Rinks

• Paul was not there, but says that everything is ready for the outdoor rinks

Adjournment

• The meeting was adjourned at 9:45 pm.
